The confrontation, occurring on Meridian Street in Northeast Philadelphia, involved the woman discharging a firearm at a couple and their 7-month-old baby, with a bullet striking the child in the leg.
Authorities reported that Dominique Billips faces aggravated assault charges in connection with the disturbing event, which was captured on nearby surveillance footage. The video revealed a harrowing scene where the assailant approached the family, firing shots that caused the father to flee and the mother to scream in panic. In response to the mother’s cries, the alleged shooter uttered a disdainful remark about the baby before departing from the scene.
The young victim received timely assistance thanks to a concerned passerby who transported the baby to the hospital. The child is currently stable, but the incident has left the community shaken. The good Samaritan relayed his experience to authorities, indicating the gravity of the moment and his impulse to step in and protect the child.
The case took a complex turn as investigators discovered that the baby’s parents had initially retreated from the scene, evading police due to existing warrants.
