HOUSTON, TX – A man facing accusations in two deadly shootings within days of each other will remain jailed on a $1 million bond, following his arrest last week in Houston.

Isaac Biais, 21, was taken into custody on July 17 in connection with the fatal shooting of Emiliano Quirino, also 21, at a shopping center earlier this month. Authorities allege Biais is also responsible for another fatal shooting that occurred four days later at a separate shopping complex.

According to Houston police, officers were called to the South Gessner Road shopping center around 1:25 a.m. on July 12. There, they found Quirino with multiple gunshot wounds. He was pronounced dead at the scene. Witnesses at the scene informed investigators they observed a heated argument between Quirino and Biais prior to the gunfire.

Court records state the confrontation escalated after Biais initially walked away. Quirino reportedly shouted something after Biais’ departure, prompting him to return and allegedly fire six to seven shots at Quirino.

Police say that after interviewing witnesses and conducting a photo lineup, Biais was identified as the suspected shooter. He was arrested five days later and booked into the Harris County Jail.

Before officers apprehended Biais for Quirino’s killing, they believe he was involved in another homicide in the city. Just after midnight on July 16, police responded to a report of a shooting at a commercial center on West 34th Street. They found 65-year-old William Hall suffering from at least one gunshot wound. He was pronounced dead on the scene.

Investigators determined Hall had been approached by two suspects, one of whom was identified as Biais. A verbal dispute reportedly preceded the shooting, with the suspects leaving the location in a vehicle after the incident.

Prosecutors have described Biais as an “extreme risk and danger to the community,” leading a hearing officer to set bail at $1 million following his court appearance on July 18.

With charges now filed for both murders, Biais remains in Harris County custody. No bond has been posted as of Wednesday.

Court documents indicate the next scheduled court date for Biais is October 7. The investigation into both shootings remains ongoing.
