Police said a 14-year-old girl suffered cuts to both arms after a brief encounter with a stranger turned violent.
ABINGTON TOWNSHIP, Pa. — A Philadelphia man was charged after police said he stabbed a 14-year-old girl at Willow Grove Park Mall during a confrontation that began with a joke on an escalator April 15.
Angel Ortiz, 23, faces aggravated assault and related charges in a case that moved quickly from a weekday mall disturbance to an arrest near the shopping center, police said. The girl was treated at Jefferson Abington Hospital for injuries that were not considered life-threatening. Investigators said Ortiz and the girl did not know each other before the encounter.
The call came in at about 2:27 p.m. at the mall on Moreland Road, a busy retail center in Montgomery County just north of Philadelphia. Abington Township police said officers were told a female had been assaulted by a male armed with a knife. When officers arrived, they found the teen with multiple lacerations from what police described as an edged weapon. The girl gave officers a description of the man, and that description was sent out to other responding officers. A short time later, police found Ortiz in the 2500 block of Moreland Road, near the mall, and took him into custody. Deputy Chief Ed Quinn approved the department’s release, which said Ortiz was transported to the Montgomery County Correctional Facility to await arraignment.
Investigators said the encounter started while the girl and two friends were riding down an escalator. According to accounts given to police, one of the teens joked that another teen smelled. The group then turned toward Ortiz, who was behind them, and said he was the one who smelled. Police said the comment led to yelling after the group got off the escalator. A security guard saw the dispute and tried to speak with those involved, according to the criminal complaint described by local reports. The girl later told police Ortiz walked away, then came back toward her and got close to her. She said Ortiz repeatedly asked, “Why don’t you hit me?” before she punched him in the head and he swung back with something in his hand.
Ortiz gave police a different explanation for the most serious part of the encounter. According to the affidavit described by local news reports, Ortiz told officers, “She hit me first. I was scared for my life. I have two knives on me. Just pocket knives.” Police said Ortiz also told investigators that he did not mean to stab the girl and that he lunged with the knife to make her back off. Investigators said he had two pocket knives when officers arrested him. Police did not say that any other person was injured. The teen told investigators she raised her hands to protect her face, then realized she had been cut on both arms after Ortiz ran away.
Surveillance video became a key part of the police account. Investigators said the footage showed Ortiz and the teens arguing, then showed Ortiz walking away before turning around and approaching the group again. Police said the video later showed Ortiz walking away another time as the 14-year-old followed him and appeared to strike him on or around the head. Investigators said the video then showed Ortiz moving his right arm toward the girl. Police said the image quality made it hard to see a knife in his hand, but they believed he struck her with one. The video also showed the girl holding her arm and blood on the floor, according to the complaint described in local reports.
A witness also backed part of the sequence described in the complaint, according to local reports. The witness told police the girl punched Ortiz before he swiped at her with a knife. That statement did not end the criminal case. Police still charged Ortiz with aggravated assault, simple assault, recklessly endangering another person, possession of an instrument of crime with intent and harassment. The charges are allegations, and Ortiz is presumed innocent unless proven guilty in court. Court documents cited by local reports did not list a public defender who could comment on his behalf shortly after the arrest.
The case drew attention because it unfolded inside a public mall during daytime hours. Willow Grove Park Mall is a large shopping center with stores, restaurants and bus access along Moreland Road. The arrest happened close to the mall after officers circulated a suspect description. NBC10 reported that officers found Ortiz at 2:48 p.m. at a bus stop in front of the Old Navy store on the 2500 block of West Moreland Road. Ortiz later told investigators that after the confrontation he went to a Chipotle on the 2600 block of West Moreland Road to cool off and wait for a bus. Police did not describe any wider threat to shoppers after the arrest.
The mall issued a brief statement after the stabbing. “Willow Grove Park thanks our property team and local law enforcement for resolving this in a swift manner,” a mall spokesperson said. Police said the teen was taken to Jefferson Abington Hospital and treated for injuries that were not life-threatening. Officials did not release the girl’s name because she is a minor. Police also did not identify her friends, the security guard or the witness who spoke with investigators. The public record available shortly after the arrest centered on the police release, the complaint account and the charges filed against Ortiz.
Ortiz was held at the Montgomery County Correctional Facility on $50,000 bail, according to court records cited by local reports. A preliminary hearing was scheduled for April 29. That hearing was the next public step for prosecutors to present enough evidence for the charges to move forward. The available reports reviewed for this article did not show a later public update on the outcome of that hearing.
