Animal Cruelty Charges Filed Against Two Individuals in Oil City For Neglect of Dogs

Oil City, Pennsylvania – Two individuals are facing felony animal cruelty charges after multiple dogs died while in their care. Justin James Moffett, 22, of Oil City, and Austine Rae Strominger, 21, of Strattanville, have been charged by the Venango County Sheriff’s Office in relation to the disturbing incident.

The charges stem from a report made to the authorities by a member of Precious Paws Animal Rescue concerning the dire condition of a dog taken in from a residence on West First Street in Oil City. Upon investigation, it was revealed that the dog, named “Fang,” was severely emaciated and underweight, with bones protruding from its hips and ribs. Additionally, deceased dogs, including adult dogs and puppies, were found in the same residence.

Further inquiries revealed that Strominger, who had lived at the residence with Moffett, had moved out prior to the discovery of the animals’ condition. The investigation uncovered a grim scene in the residence, with unkept and unsanitary conditions. A search warrant was obtained, leading to the discovery of deceased animals in crates throughout the house, as well as evidence of neglect and mistreatment.

During interviews, both Moffett and Strominger provided information about the situation, with Moffett claiming that Strominger was responsible for the animals, although he acknowledged his role in their care. He mentioned noticing one of the puppies’ health deteriorating and expressed regret for not seeking veterinary care. The animals in their care began falling ill and passing away over a span of weeks.

Both individuals were arraigned on charges of Aggravated Cruelty to Animals and were released on bail. Preliminary hearings are scheduled for a later date to address the animal cruelty charges brought against them. The case has sparked outrage and concern within the community, highlighting the importance of responsible pet ownership and the consequences of neglecting the welfare of animals.
