Louisville, Kentucky – Kentucky Governor Andy Beshear is set to sign Ethan’s Law, a bill aimed at protecting animals from cruelty and neglect. This legislation, also known as “Ethan’s Law,” is named in honor of a Louisville dog who survived severe abuse.

The newly passed House Bill 258 broadens the definition of torture for dogs and cats, ensuring that those who mistreat animals are held accountable. Under this bill, animal abuse will be classified as a felony instead of a misdemeanor on the first offense, strengthening penalties for offenders.

With the Kentucky Senate’s approval, the bill now awaits Governor Beshear’s signature to become law. Lieutenant Jai Hamilton, a cruelty investigator for the Lexington-Fayette Animal Care and Control, believes that Ethan’s Law will have a significant impact, allowing more cases to be charged as felonies rather than misdemeanors.

According to the Animal Legal Defense Fund, Kentucky has been ranked as the fifth-worst state in terms of animal protection laws. Ethan’s Law seeks to address this issue by imposing stricter consequences on individuals who commit acts of cruelty against animals.
