Gang-Related Felon Receives 57-Month Prison Sentence for Illegal Firearm Possession

HARTFORD, Conn. – A 27-year-old Hartford man known as “LV” has been sentenced to nearly five years in prison for illegally possessing a firearm, according to the U.S. Attorney for the District of Connecticut’s office.

Devin Texira, also known as “LV,” was sentenced to 57 months in prison on Tuesday for a firearms offense. His sentencing is linked to an investigation into gang-related drug trafficking and firearm possession by members of Los Solidos, a Hartford-based gang. The investigation, which included court-authorized wiretaps, revealed that Luis Feliciano, also known as “Louminaty,” was involved in distributing fentanyl, heroin, cocaine, and crack to customers and other distributors in Hartford, as well as to people in New York and Maine.

In October 2021, Jose Tirado, a member of Feliciano’s drug trafficking network, arranged the sale of a 9mm handgun, owned by Texira, to another individual for $800. Texira’s criminal history includes felony drug convictions for firearm possession, robbery, assault, and threatening offenses. He was on state probation in October 2021 during the firearms transaction.

Texira was arrested by Hartford police on March 27, 2022, on state charges related to an alleged threatening incident involving a firearm. On June 8, 2022, a federal grand jury returned an indictment charging Texira, Feliciano, Tirado, and 13 others with various narcotics distribution and firearm possession offenses. Texira pleaded guilty to unlawful possession of a firearm by a felon on Feb. 16.

The U.S. attorney’s office stated that Texira has been detained since his arrest and is awaiting sentencing on unrelated state charges. Feliciano and Tirado also pleaded guilty to charges, with the latter receiving a sentence of 84 months in prison, while the former awaits sentencing. It is a violation of federal law for a person previously convicted of a felony offense to possess a firearm.
