EVERMAN, TX – Nearly three years after 6-year-old Noel Rodriguez-Alvarez vanished from his North Texas home, federal authorities have escalated their pursuit of his missing mother, adding her to the FBI’s “Ten Most Wanted Fugitives” list in hopes of solving one of the state’s most disturbing recent child disappearance cases.

Cindy Rodriguez Singh, 40, Noel’s mother, now holds the 537th spot on the notorious roster. The move comes as investigators continue to search for answers following the child’s disappearance in October 2022 and the family’s hasty departure from the United States just months later.

The last confirmed sighting of Noel was in October 2022. His absence went largely unreported outside his immediate circle until November that year, when various accounts, all originating from his mother, attempted to explain his whereabouts. These stories failed to provide clarity for investigators, only increasing suspicions as inconsistencies mounted.

In March 2023, as attention around Noel’s disappearance grew, Rodriguez Singh, her husband Arshdeep Singh, and her six other children boarded a flight with a layover in Turkey, ultimately landing in India. The trip, made just days before an Amber Alert for Noel was issued, marked the family’s sudden disappearance from U.S. authorities’ reach.

Initial leads considered that Noel might be alive, even examining possibilities such as human trafficking. However, as time passed and inconsistent statements emerged, focus shifted toward the likelihood of foul play. To date, no physical evidence has been recovered to locate or explain Noel’s fate, and his remains have never been found.

Noel’s medical conditions required attentive care, and his unexplained absence over several months raised alarm bells among extended family. When first questioned by police, Rodriguez Singh claimed Noel was living with his biological father in Mexico. Investigators later determined this to be false, as the father had been deported before ever meeting his son.

The investigation uncovered a series of troubling events leading up to Rodriguez Singh’s departure. In early April 2023, authorities learned through a search warrant that Rodriguez Singh allegedly told Noel’s grandmother that she had sold her son to a stranger at a local Fiesta Market, though this claim has not been substantiated. Around the same time, police said Rodriguez Singh accused Noel of being possessed by evil spirits and described him as having a demon inside him.

Further inquiries revealed Rodriguez Singh paid for a new concrete patio to be poured in the backyard of a home she didn’t own just before the family left the country. Cadaver dogs reportedly indicated the presence of human remains beneath the patio and in related areas, though searches yielded no forensic evidence establishing what might have happened to Noel.

Authorities also noted that Rodriguez Singh showed an affinity for a folk saint associated with death, a detail they considered significant in the ongoing probe. Meanwhile, Arshdeep Singh, Noel’s stepfather, was charged with felony theft for allegedly stealing $10,000 from his employer, coinciding with the day he left the country.

By October 2023, a grand jury had indicted Rodriguez Singh on charges of capital murder, two counts of injury to a child, and one count of child abandonment with no intent to return. Still, without Rodriguez Singh in custody and with Noel missing, the case has remained stagnant.

As part of a renewed effort to locate Rodriguez Singh, the FBI increased its reward for information leading to her arrest and conviction to $250,000, far surpassing the initial offer of $25,000. Investigators hope the higher reward—and the national spotlight of the Ten Most Wanted list—will drive new leads and tipsters to come forward.

Law enforcement officials continue to collaborate at the local, state, and federal levels, striving to bring closure to the case. Since the FBI’s Most Wanted Fugitives program began in 1950, 537 fugitives have been listed and 497 have been caught or found, with tipoffs from the public playing a crucial role in most apprehensions.
