Mom’s boyfriend claims dead 4-year-old Missouri boy hit head on toilet but the boy was malnourised with cuts and bruises

FREDERICKTOWN, MO – Two individuals have been arrested and charged in connection with the tragic death of a young boy, prompting a lengthy investigation by local authorities.

Rylee R. Fararro faces charges including abuse or neglect of a child resulting in death and first-degree endangering the welfare of a child leading to death. Her bond has been set at $500,000 in cash. Meanwhile, Hayden W. Rosener is charged with similar counts, along with possession of a controlled substance, with a significantly higher bond of $1 million in cash.

Both appeared before a Madison County judge on March 28, where they pleaded not guilty. Their next court appearance is scheduled for April 11.

This incident was first reported to the Fredericktown Police Department in the early hours of March 27. Officers responded to a call from the Madison Medical Center regarding suspicious circumstances involving an unresponsive child. Upon their arrival, medical staff informed them that the young boy had died and there were signs suggesting abuse or neglect.

Farraro, the child’s mother, was immediately detained at the hospital, while her boyfriend, Rosener, was later located by the police and brought in for questioning. The case has also drawn the involvement of the Missouri State Highway Patrol Division of Drug and Crime Control.

Court documents reveal the child, a four-year-old boy, showed signs of malnourishment along with various bruises and lacerations across his body. During the investigation, Fararro admitted to being an opioid addict along with Rosener. She noted that while she was working 60-hour weeks, Rosener took over as the primary caregiver. She documented her suspicions of abuse but failed to report them, allegedly due to Rosener’s discouragement.

Rosener reportedly explained to investigators that the boy’s injuries were the result of a bathroom accident during a tantrum, claiming the child hit his head against the toilet and subsequently bled.

The investigation has uncovered a prior case involving the Missouri Department of Social Services Children’s Division, which had raised concerns about illegal drug activity and Rosener’s aggressive behavior in the home. On November 6, 2023, a safety assessment advised that Rosener should not be left alone with the child due to these risks.

In response to these alarming findings, authorities issued arrest warrants for Fararro and Rosener. They remain in custody as the investigation proceeds, casting a somber light on the circumstances that led to the untimely death of the young boy.
