Washington, D.C. – A collaborative effort between the Department of Justice and the FBI has led to the conviction of at least 18 individuals involved in a disturbing network of dark web sites dedicated to child sexual abuse material, according to an announcement made by federal authorities. This operation, termed “Operation Grayskull,” targeted four explicit sites, highlighting the ongoing battle against online exploitation.

The initiative culminated in the sentencing of Thomas Peter Katsampes, a 52-year-old individual from Florida, who received a 250-month prison term, combined with a lifetime supervised release, for his role in facilitating these illicit activities. Additionally, Katsampes was mandated to pay $23,000 in restitution to the victims, reflecting the severity with which federal courts are treating such crimes.

Court documents reveal that Katsampes became a member of one of the dark web forums in 2022, where he not only distributed harmful content but also ascended to a moderating role. In this position, he enforced the site’s rules regarding postings and instructed other users on how to share these abhorrent materials.

U.S. Attorney Hayden O’Byrne, representing the Southern District of Florida, expressed a firm commitment to child protection through a statement emphasizing the abhorrence of such criminal networks. “Operation Grayskull has not only dismantled these vile platforms but also delivered justice to innocent victims,” O’Byrne said, underscoring the relentless pursuit of those who exploit children.

FBI Director Kash Patel described Operation Grayskull as one of the agency’s most significant actions against online exploitation. “We’ve disrupted dangerous platforms and captured key perpetrators,” said Patel. He further articulated a stern message to offenders: “Those who think they can hide in anonymity to exploit children will face the consequences.”

Beyond Katsampes, eight additional individuals from Florida have received sentences for their roles within the targeted site. These individuals faced consequences ranging from years in prison to substantial financial restitution orders, demonstrating the serious ramifications of their actions.

Additional convictions across various jurisdictions signify a broader crackdown on similar activities. Notable cases include Selwyn David Rosenstein of Florida, sentenced to 28 years, and Matthew Branden Garrell from North Carolina, who received a sentence of nearly 21 years. Federal prosecutors have conveyed that the efforts to dismantle these networks extend nationwide, impacting offenders in states as far away as California and Texas.

In total, at least nine individuals from other regions of the United States have also been prosecuted for their involvement with these dark web operations, resulting in varying prison sentences and restitution orders. The scale of this operation suggests a pervasive network of exploitation that has drawn international law enforcement cooperation, leading to arrests in countries including the United Kingdom, the Netherlands, and Germany.

The initiative serves as a reminder of the constant vigilance required to combat child exploitation online. Federal authorities encourage the public to assist in safeguarding vulnerable populations through active reporting and awareness efforts, reinforcing that no one is above the law when it comes to the protection of children.
