ROCKY TOP, TN – A 21-year-old man from Tennessee has been sentenced to 30 years in prison after admitting to fatally shooting his mother as she slept, in a case that has shaken the small town of Rocky Top.

Shawn Tyler Willis entered a guilty plea to one count of second-degree murder on Monday, acknowledging he killed his mother, Sandy K. Willis, on April 20, 2020. Authorities say the motive stemmed from a dispute over lost phone privileges.

Deputies responding to the scene found Sandy Willis, 46, dead in her bed at her residence on Andys Ridge Road. Investigators determined she had been shot at close range on the left side of her head with her own handgun while she slept. According to officials, Willis was just 16 years old at the time of the murder.

In accordance with the plea agreement, prosecutors reduced the charge from first-degree murder to second-degree. As part of the sentencing, Willis will serve the entire 30-year term without the possibility of parole, a stipulation sometimes applied in particularly serious cases under Tennessee law.

On the day of the homicide, Shawn Willis reportedly called his girlfriend to inform her he had found his mother wounded and unresponsive. The girlfriend’s father later arrived at the house and, after discovering Sandy Willis dead, called authorities.

Throughout the initial stages of the investigation, Willis told investigators several inconsistent versions about what happened. However, a month after the killing, he confessed during an interview with law enforcement to meticulously planning and executing the crime.

Court documents reveal that Willis took his mother’s pistol from her nightstand while she was sleeping, loaded it downstairs to muffle the sound, and then returned to her bedroom where he shot her. The indictment states that he acted after losing access to his cell phone, which his mother had confiscated following an argument.

Detectives noted Sandy Willis had recently returned home from working a night shift when the attack occurred. Family members described her as a dedicated mother who loved horses, art, flowers, and most of all, her children.

At the sentencing hearing, members of the victim’s family were present. Prosecutors said the sentence reflected the maximum punishment allowable for a juvenile offender under current Tennessee law, given that Willis was a minor when the crime was committed.

Legal experts point out that juvenile offenders in Tennessee are subject to sentencing guidelines that differ from those for adults, often taking into account the age and psychological development of the defendant at the time of the offense.

The district attorney acknowledged the emotional toll the case has taken on the family and community, stating that although the legal process cannot erase their loss, the outcome brings a measure of resolution.

Officials indicated that the sentence sends a message about the seriousness with which such violent acts are treated, regardless of the perpetrator’s age. The case remains a somber reminder of the tragic consequences that can arise from familial conflict.
