Austin, Texas – The Texas Lottery Commission’s executive director has stepped down amidst ongoing scrutiny over large jackpots worth nearly $200 million in 2023 and earlier this year. The departure of Ryan Mindell, who had only been in the position for about a year, comes at a time when the agency is facing investigations into the integrity of lottery prizes and the involvement of courier companies in ticket sales.
The lottery, established in 1991 to support public education, has come under fire for recent jackpots that raised suspicions of foul play, prompting calls from lawmakers to reassess the agency’s operations. Two significant jackpots, including a $95 million prize awarded for purchasing a vast number of ticket combinations and an $83 million ticket purchased through a courier store, have drawn intense scrutiny.
The revelations have led to investigations led by Governor Greg Abbott and Attorney General Ken Paxton, focusing on the process of awarding prizes and the introduction of courier services in the lottery system. Despite denials of misconduct from both the companies and lottery officials, questions remain about the fairness of the jackpot wins and the regulation of courier sales.
Legislators have expressed concerns about the use of courier companies to bypass state regulations requiring in-person ticket purchases, leading to public hearings and discussions on potential bans or even closure of the agency. The Coalition of Texas Lottery Couriers has accused Mindell of unfairly blaming the companies and called for a collaborative approach to address the issues at hand.
State lawmakers are deliberating on potential actions, such as enacting laws to ban courier sales or defunding the agency altogether. While the Senate has passed a ban on courier services, further discussions and negotiations are expected as the House and Senate work towards finalizing the state budget.
