Washington, D.C. — A man was taken into custody Wednesday morning after Capitol Police discovered a bow and arrow inside an unusual vehicle parked near the Capitol complex. The vehicle, which featured a tri-cycle strapped to its roof, raised immediate suspicion among officers on patrol.
