LOGAN, Utah – A former staff member at the Cache Valley Youth Center, Wesley Kendall Allen, has been sentenced to additional prison time for a sexual crime that occurred 18 years ago. The 41-year-old, who is already in prison for sexually abusing a juvenile inmate, was ordered to serve an additional term of one-to-15-years at the Utah State Correctional Facility. He pleaded guilty to one count of forcible sexual abuse, a second-degree felony.
Allen was sentenced on Monday in Logan’s 1st District Court after a woman came forward in January, reporting that Allen raped her in 2005 when she was around 17 years old. The victim revealed that Allen, who was a police officer with the Smithfield City Police Department at the time, had been aware of her difficult home life and took advantage of it. The victim recalled how Allen invited her to his Smithfield apartment, showed her a Kama Sutra book, and then raped her despite her refusal. She was fearful of Allen, partly due to his ties to law enforcement.
Police verified that Allen was a reserve officer at the time the crime reportedly occurred and had been terminated from several places of employment for inappropriate sexual behavior between 2007 and 2022. Allen’s original arrest was for sexually abusing a juvenile inmate at the youth center in 2022. He pleaded guilty to multiple charges, including object rape, forcible sexual abuse, sexual exploitation of a minor, and witness tampering, and was sentenced to eight years to life in prison at the Utah State Correctional Facility.
At his sentencing, Allen expressed regret and apologized for the pain he caused the victim. Judge Spencer Walsh ordered Allen’s new sentence to run consecutively with his current one due to the gravity of the crime and number of victims. Allen was ordered to remain incarcerated for at least nine years, with the Utah Board of Pardons and Parole to determine his release date.
