INDEPENDENCE, Mo. (AP) — Six years after the death of 21-year-old Libby Caswell, family and friends gathered at the Eastern Jackson County Courthouse on Monday morning, calling for justice and claiming that the Independence Police Department poorly handled the investigation into her death.
The Alliance for HOPE International released findings from a nearly 4-year investigation and review of Caswell’s case, conducted by the alliance’s forensic team known as the Justice Project. According to retired prosecutor Gerald Fineman, who works for the Justice Project, a review by several law enforcement officers, prosecutors, and forensic experts concluded that Caswell was murdered.
Caswell, known as Libby, died in an Independence motel on Dec. 11, 2017. The Independence Police Department initially ruled the case as a suicide after reviewing witness statements and evidence at the scene.
The president of Alliance for HOPE International, Casey Gwinn, stated that the team’s examination of Caswell’s autopsy photos revealed injuries all over her body and multiple ligature marks on her neck and chest. Fineman claimed the Justice Project found evidence that Caswell was strangled to death.
Caswell’s family and friends, along with the Justice Project, urged Jackson County prosecutors to request an investigation from an outside law enforcement agency, claiming that Independence Police Department tends to quickly rule cases as suicides to end their investigations, despite evidence suggesting otherwise.
The Jackson County Prosecutor’s Office announced that a second veteran prosecutor reviewed the case and determined that the evidence was insufficient to justify criminal charges. The Independence Police Department defended their investigation, welcoming an investigation by an independent party regarding the case.
Libby Caswell’s case continues to spark demands for justice, as her loved ones push for further investigation into her death.
